Voting on Coins' Pricing Policy

Motivation
Ely and Atum value has increased by 119% since the start of this round of the private distribution. This growth trend is expected to increase as we get closer to the public distribution and release. You can get a better picture by looking at the graphs and summaries on the Get Coins page. In and by itself, it is both a remarkable growth and beneficial to the Atomflow network and community at large. However, there are two not-so-good side-effects to this growth.
First, it builds an entry barrier for many people to participate in the private distribution. Currently, the entry price is 1 ely. This is the minimum amount one can acquire to participate in the private distribution. In USD terms, this translates to $657. This is not a small amount for everyone, especially, if the fiat currency one deals in is weak against the dollar. Furthermore, to acquire 1 atum, one has to acquire 100 elys for each atum. So to acquire an atum, one has to allocate $65,700 for 100 elys plus $65,700 for 1 atum, totalling $131,400. Of course this is not a small amount for the majority of people.
Second, this situation decreases ownership decentralisation, hence, the decentralisation of the network as a whole if this trend continues. This is not accurate though because the whole amount distributed in the private distribution is up to 1% of the total supply. So in the larger scheme of things, it is not significant. What’s more, the release and the public distribution will be carried out in small fractions of coins anyway and will distribute multiples of the amount distributed in the private distribution.
That said, the private distribution is not meant to make participating early on the same as participating at later stages. Early participants support Atomflow significantly so their reward is natural. The purpose of lowering the entry barrier to the private distribution is to allow more people to participate early on without being too attached to their financial capacity. This way, if one can afford it and is willing to acquire many coins, one can. But also if one is willing to acquire coins early on but does not have the capacity to allocate relatively significant funds for participating, one can also do it.
In short, we seek to increase ownership decentralisation and provide a more even playing field.
Proposal
At the same time, we, of course, do not want to hinder the growth of coins’ value by imposing artificial constraints. The proposal is to simply allow acquiring fractions of coins during the private distribution. For example, allowing participants to acquire 1/2 ely or 1/2 atum lowers the entry barrier by half. That is, $328.50 for 1/2 an ely. Allowing acquiring 1/16 of a coin, lowers the entry barrier to about $41 and 1/32 of a coin to about $20.5, which is much more affordable to the majority of people. At the same time, if one is willing and able to acquire 10,000 elys and 100 atums, one can easily do it.
In brief, the proposal is to allow distributing fractions of coins in the private distribution. The exact smallest fraction to allow will be decided upon separately.
